What "specialization" means here

Specialization labels in this directory describe an agency's leading edge — the craft it is most often hired for and most often credited with — rather than a hard boundary. A studio tagged as "brand strategy" almost certainly delivers design work too; an agency tagged as "media planning" almost certainly has a creative practice attached. The labels are heuristic, drawn from the public positioning of each agency, and meant to support comparison rather than to taxonomise the discipline rigidly.

The labels themselves are stable across the directory: an agency tagged as "PR" in one country is comparable to an agency tagged as "PR" in another, even though the local meaning of the term may shift. We have tried to use vocabulary that practitioners would recognise without translation, and to avoid coining new terms for already well-understood crafts.
